The first of several thousand refugees from Afghanistan moved into temporary housing at Marine Corps Base Quantico in Prince William County this week.

The refugees were among more than 120,000 people flown out of Afghanistan in late August after the Taliban seized power and the US military withdrew. More than 14,000 of them were flown into Dulles International Airport and temporarily housed at the Dulles Expo Center in Shanty, according to state and federal government officials.

From there, refugees were transferred to military bases across the country, including Quantico, as part of the so-called Operation Allied Asylum. The military provides housing, food, medical care and other basic needs until refugees can be moved to more permanent housing.

Quantico is ready to take in at least 1,000 and possibly 5,000 evacuees, Virginia Gov. Ralph Northam said last week. Marines from the 2nd Marine Expeditionary Force and Marine Corps Base Quantico are preparing accommodation at the post on arrival starting Sunday. This includes medical checks and general support at Camp Upshur, in the northwest corner of Quantico, southeast of Knokesville.

The Virginia Department of Human Services will then work with non-governmental organizations, such as Lutheran Ministries and Catholic Charities, to integrate refugee families into their home communities if they are destined for Virginia.

Refugee services are provided by six resettlement agencies across the state: Diocese of Arlington Catholic Charities, Commonwealth of Catholic Charities, Church World Services, Ethiopian Community Development Council, International Rescue Committee, and Lutheran Social Services.

However, resettlement agencies in Northern Virginia face several logistical challenges in finding housing for refugees in the area.

Stephen Carattini, president and CEO of Arlington Catholic Charities, says one of the biggest hurdles is convincing landlords to take the risk on refugees who have no credit history or proof of income.

Under normal circumstances, said Karatini, his party has enough advance notice to be able to rent apartments before the evacuees arrive. "But... finding affordable housing and finding landlords willing to rent to our clients is an ongoing challenge."

Since 2006, Catholic Charities has resettled nearly 4,000 Afghan refugees in Northern Virginia, according to Carattini. Over the past two months, Karatini said his organization has resettled 214 Afghan refugees.

The organization, based in Arlington, is one of about 40 Catholic charities across the country resettling Afghan families.

Under normal circumstances, when Afghan refugees on special immigrant visas arrive in the United States and are approved by the federal government, Catholic Charities help them find housing, jobs, educational opportunities, medical care, and transportation. Volunteers and staff also give them an overview of life in the United States.

After 90 days, said Karatini, the refugees are expected to be independent, meaning at least they are already working and have a permanent residence.

But in this situation, says Caratini, his organization doesn't know how many refugees will arrive in the coming weeks and has little time to prepare.

"In the short term, what we are doing is preparing for the possibility of more arrivals and we are going to our local communities for help, especially with things that will help," he said.

In terms of donations, Catholic Charities are looking for items such as beds, bed frames, towels, sheets and dishes to help equip refugee homes. Marine Corps Base Quantico said it was overwhelmed with donations and stopped accepting them on Wednesday.

Carattini said it would be more helpful if people could volunteer their time to help families transition by helping set up housing, preparing refugees for citizenship classes and tests, and providing information on housing and job opportunities.

"And then if people know of landlords or have property that is willing to rent to us, that's always good to know," says Caratini.

Catholic Charities focuses on resettling refugees in places like Fredericksburg, Sterling and Woodbridge, as they have historically been resettled there since the initial immigration of Afghanistan following the Soviet invasion in the 1980s.

So, people would come and then they would find a place where they found their first home and then the family members would start arriving," he added. "So that's how it happened; it was sort of organic."

Resettlement organizations are also working to find jobs for Afghans, many of whom have held senior positions in their home districts.

"These are people who... work with the US military and US government in critical capacities... and may become lawyers, doctors and skilled professionals in their home countries," Carattini said. "One of the challenges for them, of course, is that they may not be able to work in their previous profession because their credentials may not be accepted here or they may have to do additional training or gain additional quality certifications and such."

"People are being sought," he added. "So they might work in a warehouse, you know, initially, until they can... get the necessary certifications to practice medicine or practice or whatever it is they want to do."

The agency is helping Afghans understand that entry-level jobs are just a stepping stone. “There is a chance,” said Carattini. "But you know rent has to be paid and food has to be served and that's how it works."

He added that Afghans "have a strong desire to work hard and take care of their families, to educate their children, to live safely and to have the freedom that we have here." It's such a beautiful thing to watch, and... it's so beautiful to be a part of their journey."
